The export business literature has suggested that most export promotional efforts in Africa tend to be based on inadequate insight into effects of export barriers and stakeholders’ satisfaction with existing programmes. The present study contributes to filling this knowledge gap by reporting the results of a survey of 103 Ghanaian managers and public officers on their opinion about the impact of recent government export sector development policies in Ghana. It measured respondents’ overall assessment of the changes in the operational environment of exporters on six specific dimensions: (1) bureaucratic procedures, (2) infrastructural facilities, (3) changes in taxations, (4) access to financial resources, (5) access to export market information, and (6) access to imported inputs. The results have shown that although respondents acknowledge positive changes within the operational environment of exporters, there are still serious barriers that require new and differentiated policy initiatives. The strategy, policy and research implications of the study are also discussed.
